More than 50 years have passed since the U.S. Supreme Court held that proceedings for juveniles had to
comply with the requirements of the Fourteenth Amendment. (In re Gault, 387 U.S. 1 (1967)). These
rights include:
     • the right to notice of the charges;
     • the right to an attorney;
     • the right to remain silent; and
     • the right to confront and cross-examine witnesses.

In that time, juvenile law has changed significantly in the State of New Carolina. In 2017, North Carolina
lawmakers raised the age of juvenile jurisdiction for nonviolent crimes to age 18. Effective Dec. 1, 2019,
16-and 17-year-old individuals who commit crimes in North Carolina are no longer automatically
charged in the adult criminal justice system.
